MEMORANDUM OPINION AND ORDER

Before the Court are cross-motions for summary judgment. Plaintiff Kendale J. Brinson (“Brinson”), a federal postal worker, initiated this case against several Chicago Police Officers (“Officers”), the City of Chicago (“City”) and Cook County, claiming that the Defendants violated his constitutional rights when the Officers arrested him on an outstanding warrant for an individual that looked nothing like Brinson but used Brinson’s name as an alias.
