The plaintiffs, Ronald Satish Emrit and Nicole Rocío Leal-Mendez, are two residents of Las Vegas, Nevada. They have brought suit pro se against the National Institutes of Health (NIH), the Centers for Disease Control (CDC), the U.S. Food and Drug Administration (FDA), and the U.S. Department of Health and Human Services (HHS) for alleged violations of the Constitution, the Americans with Disabilities, Act of 1990 (ADA), Title VII of the Civil Rights Act of 1964, and 42 U.S.C. § 1983. 1 In addition, the plaintiffs assert common law…
