BUFFINGTON, Circuit Judge.

This case concerns the United States citizenship of Richmond Nisbet Richmond. The facts are that he, together with several hundred others in like situation, and against whom, as stated at the argument, this is a test ease and like proceedings will be taken, had, in due course, appeared before 'the officials of the Naturalization Bureau of the United States at Philadelphia, had complied with all the requirements of law in regard to witnesses, had given the customary notice, and had satisfied these officials of his character, fitness, and qualifications to become a…
