This matter is before us on direct appeal from the Chancery Court of Shelby County pursuant to TenmCode Ann. § 2-17-116. At issue is Michael A. Hooks, Jr.’s eligibility to be elected to and serve on the Board of Education of the Memphis City Schools (School Board). His eligibility hinges on the meaning of the term “resident voter” as used in the School Board’s charter.
