SCALIA, Circuit Judge:

This case presents the question whether we have jurisdiction to review the substance or procedure of a determination by the House of Representatives that one of two contestants was lawfully elected to that body. Jurisdiction is contested on the basis of the Elections Clause of the Constitution, Article I, section 5, clause 1, which provides that “[e]ach House shall be the Judge of the Elections, Returns and Qualifications of its own Members.”
