Plaintiff seeks recovery under the Federal Tort Claims Act, 28 U.S.C.A. § 2671 et seq., against the United States, on a complaint which charges that defendant, through its employees and officers, acting within the scope of their employment, pursuant to duties imposed by various laws, rules and regulations, and by long-established custom and practice, have been directed and undertaken to accumulate, collect, analyze, forecast and disseminate information to the public, including plaintiff, concerning weather and flood condi tions; that in violation of the duties so imposed…
