WIGGINS, Justice.

The City of Shenandoah (City) approved the issuance of a general obligation bond in the amount of $110,000 for engineering fees, legal fees, and other costs in connection with the construction of a reservoir/lake in Page County, without submitting the question to a special city election. A resident of the City of Shenandoah, Merlyn A.
