In the 2002 Appropriations Act for the District of Columbia, a joint congressional committee issued a statement “strongly urg[ing] the D.C. Superior Court to evaluate the quality of the legal services rendered by lawyers appointed under the Criminal Justice Act to handle juvenile delinquency cases.” 147 Cong. Rec. H8926 (daily ed.
