In this proceeding, the United States (the “Government”) seeks the extradition of Dimitrios Skaftouros (“Skaftouros” or “the Relator”) to Greece to face the charge of being an accessory to homicide, pursuant to a request from the Greek government under the Extradition Treaty Between the United States of America and Greece, United States-Greece, May 6, 1931, 47 Stat. 2185 (the “Treaty”).
