*69¶1 RCW 74.20A.055 provides that the secretary of the Department of Social and Health Services (Department) may proceed against a financially responsible parent of a child receiving public assistance “if there is no order that establishes the responsible parent’s support obligation or specifically relieves the responsible parent of a support obligation.” At issue here is whether Loran Robinette’s decree of dissolution “specifically relieve [d] the responsible parent of a support obligation,” RCW 74.20A-.055, when it recited that the wife was pregnant but that the father was “undetermined.”…
