In these consolidated cases, the court is asked to determine whether, under RCW 74.20A, the Department of Social and Health Services has the authority to determine administratively the question of paternity. In Taylor v. Morris, the alleged putative father appeals from a judgment of the Superior Court for King County holding that it had such authority.
