The appellant, Jacquelyn M. Friedsam, appeals through counsel a March 26, 2003, Board of Veterans’ Appeals (Board) decision that denied retroactive payment of dependents’ educational assistance (DEA) benefits pursuant to 38 U.S.C. § 3501. Record (R.) at 7-8. She seeks DEA benefits for herself and her three children, Tracey, Jerrilyn, and Alexander Friedsam. In light of potentially dispositive supplemental authority filed by the appellant just prior to oral argument, the Court, on July 19, 2005, issued a 10-day stay in these proceedings to allow the parties to possibly resolve…
