I. INTRODUCTION

Plaintiffs, the Guilford County Community Action Program (“GCCAP”), Earl Jones (“Jones”), Kim Hayes (“Hayes”), Virginia Diggs (“Diggs”), Lynn Hill (“Hill”), and Margaret Clinard (“Cli-nard”) (collectively, “Plaintiffs”) bring claims against two employees of the North Carolina Department of Health and Human Services (“NCDHHS”) in both their individual capacities and official capacities as employees of that department, for damages caused as a result of the termination of a federal Community Service Block Grant (“CSBG”) to GCCAP.
