Gulf Copper and Manufacturing Corporation sued Glenn Hegar, Comptroller of Public Accounts of the State of Texas, and Ken Paxton, Attorney General of the State of Texas (collectively,, the State), seeking a refund of franchise taxes that Gulf Copper paid under protest.
