OPINION
ZAPPALA, Justice.
In this appeal, we are asked to review the Order of the Commonwealth Court denying West Shore School District’s (District) request for a preliminary injunction, 131 Pa.Cmwlth. 476, 570 A.2d 1354 (1990). The District sought to enjoin the Pennsylvania Labor Relations Board (PLRB) from issuing an adjudication or conducting a hearing on two unfair labor practices filed by the West Shore Education Association (Association) against the District.
