The plaintiff, a taxpayer, has procured a temporary injunction restraining the defendants from ac*611'cepting a bid for the work of completing the substructure and erecting the superstructure of the proposed municipal building, and from awarding any contract whatsoever for the work, and now seeks to have said injunction made permanent pending the trial and determination of this action.
