The instant appeal arises out of a negligence suit brought by the plaintiff-appellee, Jack Jeffries, against the defendant-appellant, the Potomac Development Corporation (“Potomac”). At all times relevant to this appeal, Potomac was the general contractor on a construction project in the District of Columbia. Jeffries sued Potomac to recover for injuries to his ankle and shoulder suffered while visiting the construction site to inquire about future employment.
