— Proceeding pursuant to CPLR article 78 to review a determination of the respondent Commissioner of the New York State Department of Social Services, dated December 11, 1985, and made after a statutory fair hearing, which affirmed a determination of the local agency to reduce the petitioner’s grant of Aid to Families with Dependent Children (hereinafter AFDC) by 10% each month to recoup utility payments made by the agency on behalf of the petitioner.
