This appeal concerns the power of a federal district court to stay proceedings during the pendency of a state court action. In Colorado River Water Conservation Dist. v. United States, 424 U.S. 800, 817, 96 S.Ct. 1236, 1246, 47 L.Ed.2d 483 (1976), the Supreme Court noted “the virtually unflagging obligation of the federal courts to exercise the jurisdiction given them,” but the Court also recognized an exception to this rule based “on considerations of ‘[w]ise judicial administration, giving regard to conservation of judicial resources and comprehensive…
