FINDINGS OF FACT

Since late 1995, plaintiffs Robert G. Reeves, James W. Reeves, and Ross E. Brannian have operated 3R Minerals as a partnership in mineral exploration and development. 3R Minerals’ primary interest is in its mining claims and leases in Garfield County, Utah. Plaintiffs are before this court claiming that defendant improperly denied the plaintiffs the right to explore and mine their validly staked, unpatented mining claims.
