MEMORANDUM AND ORDER OF DISMISSAL

MAHON, District Judge.

This action is brought under the Voting Rights Act of 1965, as amended, 42 U.S.C. §§ 1973-1973c [hereinafter “the Act”]. Plaintiffs filed their original complaint and application for a three-judge court on 21 September 1976, and the following day filed their motion for a temporary restraining order and preliminary injunction.
