GORTON, District Judge.
Plaintiff Eugenie Samuel Reich (“Reich”) seeks an order, pursuant to the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, requiring defendants to produce an investigation report (“the Investigation Report”) regarding allegations of research fraud and misconduct by certain scientists working at defendant Oak Ridge National Laboratory (“Oak Ridge”).
