OBERDORFER, District Judge.
Plaintiff, Helen Kabbani, seeks damages from defendant for negligence and willful misconduct resulting in the theft of her purse at an airline security checkpoint at Dulles International Airport. Defendant, International Total Services, Inc. (ITS), provides baggage search and passenger inspection services by contract to individual airlines at Dulles.
