John Tebbens brought this action under 42 U.S.C. § 1983 in the United States District Court for the Northern District of Illinois, 1 alleging that Chicago Police Officer Dennis Mushol arrested him without probable cause in violation of his Fourth Amendment rights. He sought indemnification against the City of Chicago under state law. The district court granted summary judgment in favor of the defendants.
