This action was brought in the Superior Court pursuant to G. L. c. 30A, § 14, for review of a decision made by the Contributory Retirement Appeal Board (CRAB). CRAB denied accidental death benefits to the plaintiff under G. L. c. 32, § 9, based upon its determination that the plaintiff had “failed to establish, by substantial evidence, that her late husband’s death was causally related to the performance of his duties.” A judge of the Superior Court reversed that decision on the ground that there was no “substantial evidence” to warrant CRAB’s rejection of uncontroverted testimony by the…
