The appellants (respondents below), William C. Duncil, Warden, Huttonsville Correctional Center, et al., appeal two provisions of the December 26, 1996 final order of the Circuit Court of Randolph County directing the appellants to correct certain conditions at the Huttonsville facility found by the circuit court to violate constitutional standards.
