The U.S. Commodity Futures Trading Commission (the “Commission”) brings this action against Parnon Energy Inc. (“Parnon”), Arcadia Petroleum LTD (“Arcadia”), Arcadia Energy (Suisse) SA (“Arcadia Suisse”), Nicholas J. Wildgoose (“Wildgoose”), and James T. Dyer (“Dyer,” collectively, “Defendants”) for manipulation and attempted manipulation of West Texas Intermediate crude oil (“WTI”) prices in 2008.
