George B. (“Father”), the father of six-year-old Priscilla B., appeals the Order of the Circuit Court for Worcester County that found Priscilla a child in need of assistance (“CINA”) for the third time. The circuit court affirmed the recommendation of a master who found, after a hearing, that Priscilla’s mother, Christina F. (“Mother”), and Father neglected Priscilla by failing to provide her with an emotionally or physically safe environment.
