Dear Senator Bookout:

This is in response to your request for an opinion on whether certain hiring procedures of the Jonesboro Police Department are consistent with the civil service laws of Arkansas. You state that the usual procedure is for all applicants to be tested and ranked on an eligibility list, from which the appointment is ultimately made.
