Defendants, the City of South-field, its director of public safety, and its former chief of police, appeal from an order granting a declaratory judgment that PR 3.01, an internal police rule regulating secondary employment, was unconstitutional as applied to plaintiff police officers employed by the city. Secondary employment refers to the practice of public employees holding an additional, part-time job. We reverse.
