This is an appeal by the Judson Parent Teacher Organization (hereinafter PTO) from the order of the District Court of Morton County dismissing an alternative writ of mandamus which had previously been issued against the New Salem School Board (hereinafter School Board). The case involves two petitions filed with the School Board pursuant to Section 15-53.1-27, N.D. C.C., regarding the reopening of the Judson Elementary School.
