This is an employment discrimination action wherein plaintiff Robert J. Ornellas brings suit against six named officials of the Portsmouth Naval Shipyard (“the Shipyard”) in both their individual and their official capacities: L.L. Lammers, Commander of the Shipyard; R.W. Smith, Acting Commander; Donald Briselden, Public Works Officer; J.F.
