I. INTRODUCTION

Plaintiff Adams Outdoor Advertising Limited Partnership ("Adams"), whose Amended Complaint focused on the Interchange Prohibition,2 challenges the constitutionality of Pennsylvania's Outdoor Advertising Control Act of 1971, 36 P.S. §§ 2718.101 - 2718.115 (the "Act"). See also Pa. Code §§ 445.1-445.9.
