MEMORANDUM OPINION
SLEET, District Judge.
I. INTRODUCTION
Suzanne and Ronald Coale (the “Coa-les”) bring this action against the Brandy-wine School District and the State Department of Education (collectively the “State”), pursuant to the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1400 et seq. 1 Under the IDEA, states that receive certain federal funding (as does Delaware) are required to provide children with disabilities with a “free appropriate public education” (FAPE).
