The petition in this case alleges, stating the contents briefly, that the plaintiffs are owners of real property in Gillette, Wyoming, and owners of property assessed for special improvements as hereinafter mentioned; that on May 26,1952, the town (of the city of) Gillette passed a resolution to create a special improvement *371district, and advertised for objections thereto.
