Appellants Citizens for Personal Water Rights, and David A. Brooks (Citizens) appeal 1 from an order of the Court of Common Pleas of Lycoming County (Trial Court). The Trial Court overruled in part, and sustained in part, the preliminary objections of Appellee Borough of Hughes-ville (Borough) to Citizens’ amended complaint (Complaint) challenging, inter alia, the constitutionality of a Borough ordinance requiring residents to connect to the Borough’s water system.
