STEELMAN, Judge.

Respondents appeal an order of the trial court terminating their parental rights to all four of their children. For the reasons discussed herein, we reverse the order of the trial court.

The pertinent factual and procedural history is as follows: respondents are the natural parents of B.M., M.M., An.M., and A1.M., born December 1996, October 1997, April 1999, and August 2000, respectively.
