Two ordinances of Atlantic City have been brought here by this writ.

The first, entitled “ An ordinance to provide a supply of water for Atlantic City,” was approved October 21st, 1880. It purported to give authority to J. M. W. and others, or to such company as they might form' under the laws of New Jersey, to lay pipes in the highways to conduct water to various parts of the city.
