In this appeal from an adverse judgment of the Court of Federal Claims, 1 plaintiffs challenge the Government’s administration of Section 8 of the United States Housing Act of 1937, as amended, codified at 42 U.S.C. § 1437f (1994). Section 8 provides government rent subsidies for low income individuals and families living in non-government-owned housing.
