The Commissioner of the Administration for Children’s Services of the City of New York (ACS) brings this motion, by order to show cause,1 to enforce a subpoena compelling the disclosure of records regarding the respondent’s treatment for drug abuse by Addiction Research and Treatment Corporation (ARTC). ARTC is a licensed provider of out-patient medical, psychiatric, substance and alcohol abuse counseling and family development services.
