The respondent was admitted to practice as an attorney and counselor at law in the State of New York on November 28, 1911, at a term of the Appellate Division of the Supreme Court of the State of New York, Second Department.

The petition charges that respondent has been guilty of misconduct as an attorney at law, first, in the solicitation of personal injury cases with specific instances of solicitation alleged; and, second, in retaining fees in infants’ cases in excess of the amount allowed by court order.
