My colleagues in the majority reverse the judgment of the trial court on the basis that the matter presented by the plaintiff, the statewide *534grievance committee (committee), is justiciable. Because I agree with the trial court that it lacked subject matter jurisdiction, I would affirm the judgment dismissing the presentment.
