The primary issue in this appeal is whether the plaintiff, Rani Sikand, is entitled to non-emergency medical transportation services to and from her psychologist’s office under the state’s medicaid program. LogistiCare, Inc. (LogistiCare), the medical transportation broker for the department of social services (department), had provided transportation services between the plaintiffs home and her psychologist’s office.
