MEMORANDUM AND ORDER GRANTING SUMMARY JUDGMENT

I. INTRODUCTION

The plaintiff, Lee Scham, a criminal defense attorney licensed by the State of Texas, filed this suit under 42 U.S.C. § 1983 against the defendants, the District Courts Trying Criminal Cases in Harris County (“DCTCC”) and its 22 presiding judges1, claiming a violation of his First and Fourteenth Amendment rights and the Texas Open Records Act.
