TERRY, Associate Judge:
This case arises from a dispute between the Organization for Environmental Growth (“OFEGRO”) and the District of Columbia following the termination of a contract relating to downtown street and traffic planning. The contract was terminated by the District’s contracting officer for the convenience of the District on June 10, 1986. On June 30 OFEGRO filed a claim for $253,899 with the contracting officer for monies due under the contract; on August 8 he determined that OFEGRO was due only $10,197.
