FACTS AND PROCEDURAL HISTORY

Plaintiff, Melanie Trosclair,1 a duly-qualified elector in the Parish of St. John the Baptist (hereinafter referred to as “St. John”), filed the instant suit seeking to disqualify Mona Rita Joseph as a candidate for District Court Judge, Division “B” in the election scheduled for November 4, 2014.
