PRETRIAL MEMORANDUM AND ORDER NUMBER I
NOEL, District Judge.
Late on the Friday afternoon of August 7, 1970, there fell upon this Court’s docket a desegregation suit brought by the United States against the independent school districts of the Texas communities of Galena Park, Katy, Klein and Madison-ville. Also joined as defendants were the superintendents of these school districts, as well as the Texas Education Agency and the Texas Commissioner of Education.
