For purposes of a collateral attack on his death sentence, Alvie James Hale, Jr. seeks to obtain certain documents from the United States Department of Justice (“DOJ”) and the Federal Bureau of Investigation (“FBI”) (collectively, “the government”) pursuant to the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552.
