No question is raised but that authority for the allowance of such costs as here in question must be founded upon some statutory regulation. American Exp. Co. v. Citizens State Bank, 181 Wis. 172, 190, 194 N. W. 427. It is also unquestioned that such statute - should be fairly and reasonably construed and applied. Duncan v. Erickson, 82 Wis. 128, 134, 51 N. W. 1140.
