Records on file with the Division of Motor Vehicles show that a large number of courts are disposing of traffic cases by dismissing the charge upon a monetary payment by the defendant. One such court reduces the charge to a warning and dismisses it upon payment of "court costs." In many of these cases, such "court costs" are a substantial amount. For example, in one case where the defendant pleaded guilty to driving while intoxicated, the court dismissed the charge upon the payment of $129 costs. In another case, a different court…
